Why so expensive for a mile and a half? Are they outfitting the trolley cars with outboards, pontoons and outriggers to survive the next hurricane? 
Perhaps they are elevating it to be above the storm surge level. What would that be?... like 28 feet? Maybe they are modifying the trolley cars to be dual functional... kind of like a trolley submarine.
