Our New Year's Eve was a quiet one until midnight when a few choice folks in our neighborhood decided that the city's restriction on setting off fireworks in the city didn't apply to them and woke up a lot of others just for their few minutes of fun. I don't know when it became a tradition to set off fireworks on New Year's Eve, but I suspect some sort of marketing ploy by the fireworks industry. I suspect, just like when they got the Arizona legislature to approve the private sale and use of fireworks around the Fourth of July and New Years, then last year, expanded the types that could be sold. Most larger cities have ordinances against the use of fireworks in their city limits, but that doesn't stop some from just going ahead regardless.
