From the vehicles, I'd guess the photo is earlier than your 2014 copyright date. April 17, 1978
Is that a bicentennial scheme?  Looks like it might be, with a bit of color shift in the film/negative. Color is pretty true. Kodachrome 64 
City Line -- is that West Philly? Not sure. Roselyn Street is on the right and appears to end here.
