I should have done a better job with updates.
I did reset the decoders which did not solve the surging issues.
I tried running them on DC but it was only slightly better.
This led me to look elsewhere for problems. As a result I found the trucks oozing grease. I dissembled them and cleaned the gears thoroughly. I lightly lubricated the gears and reassembled the trucks. I put everything back together.
The locomotive ran perfectly. No surging. However, when I put the locomotives in consist the problem started again. In desperation I reset the decoders and left both of them with address 3. They ran fine together so that is how I ran them.
At some point I will replace the decoders as something appears to be wrong with them.
