      If there is a limestone mine in your area you can buy what they call sand, screen it through a window screen and then screen that through a grease splatter screen. What doesn't go through the splatter screen is perfect HO Ballast. (what does makes nice N scale ballast, or HO road slag)  A ton costs 12 bucks here and that will yield 
all the ballast you will ever need.
