Another thing that I have found when a locomotive will not respond to the address is in my case more than likely due to a consist not being cleared. I just address the locomotive (I always use the locomotive number as the address) and set CV19 to 0 (which will clear the consist) If you don't know the locomotive address you can do this on the program track and assign the locomotive address at the same time.
