IIRC, the original time engine used plutonium fuel and needed a massive electrical charge of 1.2 Jigawatts, hence the "capacitor" element. After Brown's trip to the future, his capacitor ran on ordinary kitchen garbage and no longer required a massive electrical buildup; however, a ground speed of 88 mph was apparently still mandatory.
The term "flux" seems to have referred to the change that the capacitor induced in the fabric of Time, not to GERN - as in, "Time is in a state of flux". 8-)
