Josh, great start. I think it is a great idea to dedicate a layout to a single, big industry.

Did you think of searching HABS/HAER ( <!-- m --><a class="postlink" href="http://memory.loc.gov/ammem/collections/habs_haer/">http://memory.loc.gov/ammem/collections/habs_haer/</a><!-- m --> ) for "steel mill"? Inspired by your plans, I gave it a try and came up with a lot of very interesting pics and maps. Especially the drawings of Bethlehem Steel. Corp. Lackawanna plant, U.S. Steel Homestead works and U.S. Steel Duquesne works can be very helpful and inspiring as they show all the structures and all the tracks.
