It should be OK if you've soldered/wired every other section . I was going to suggest a cold solder joint but you say the power outages are random ....puzzling . Clean the wheels , as was already suggested , and reclean the track ....don't see how it can't work .
We had a problem with one of the field lights on the Ebbets Field ball park . One bulb would light up , then fade slowly , then go out ....took about 2 days to figure that it was a cold solder connection ( not enough heat ) ...it looked OK but wouldn't conduct electricty properly .
