I believe you are looking at an older Digitrax decoder... the ancestor of the current DH165LO.
Believe it or not, there was a time when Proto locos were not offered with either DCC or sound. They've been around longer than you think.
If you can read CV's, see what is in CV8. If it's 129, you have a Digitrax decoder.
