I have no clue, all I know about it is it's a CP Rail and there's no markings on it for MOW

Looks like a link from CP site. I looked up the legacy, it has to do with the celebration of the completion of CP (?) There also apears to be a special exhibit train being built for this event, maybe the car will be converted into a exhibit car...ONLY A WILD GUESS...

No pictures but after months of having to drive through Cotesville on a fairly regular basis I finally saw a train cross business 30 by the steel plant. Couple of covered hoppers and a couple of flats, and on the back was - A CABOOSE. Plated over windows, so it was one used as a 'switching platform' but now I can say I've seen one with my own eyes and not just in someone's picture.
