Yeah, it reminds me of Buster Keaton in "The General", near the end of the film, where he's sitting on the siderod of the moving locomotive.

Well, it was a special event, so people were trying to pose in some way or at least take notice that their photo was being taken. That's why the guy on the light pole puzzles me. Why was he on the light pole fixing something during this time? Perhaps they were still setting up for the special event and he was attaching some kind of decoration?

Hah, there's your answer, a special event. Could you possibly get a better view of the event than where that guy is atop a light pole?  Awesome He's just another spectator. Icon_e_surprised Icon_e_surprised 

Bigger problem than that, I would be concerned about that 2 x 4 laying across the tracks. Waiting

It looks to me like it might be for a wheelbarrow, given the pile of dirt in the right foreground. That track itself looks a bit sketchy, too.
